BGA escape depends on pad diameter, pitch, via lands, clearance and pin-map assignments. Pitch alone cannot determine the number of layers.
What to consider
Start at the outer rows and identify which signals can leave on the surface. Then assign inner-row transitions while maintaining access to power and ground. A nominal signal layer is useful only if a manufacturable via path reaches it. Avoid consuming the nearest ground reference with indiscriminate escape routes.
A practical review example
Sketch one representative quadrant using actual fabrication clearances. Count escaped signal nets per layer and inspect the plane openings. Expand the study to the most congested quadrant before committing to the stackup.

- Include power and ground fanout.
- Verify core-via transitions outside the dense field.
