Method and assumptions
Flight time is length × square root of effective dielectric constant ÷ 0.299792458, with length in millimeters and time in picoseconds. A flight-time threshold of one sixth of rise time is used as a conservative screening heuristic. It is not a universal transmission-line rule or an interface-specific pass/fail limit.
